       “ U.S. taxes are being utilized to finance the Russian Nuclear buildup.

       “Moscow is refusing to permit audits of U.S. funds paid under the so called Nunn‑Lugar Threat Reduction Program — named after the sponsoring Senators, Sam Nunn of Georgia (D) and Richard G. Lugar of Indiana (R).

       “... The report concludes that the U.S. aid program currently funded has about $1.25 billion and had produced little in the way of reducing the threat of nuclear attack against the United States . Instead it reports that funds of American taxpayers are being used to enhance Russian nuclear and chemical arms capabilities.”
