       COL. VIKTOR ALKSNIS, a hard‑line Soviet military official widely known as the "Black Colonel," recently used state‑controlled media to issue a blunt warning to the West: "If civil war is unavoidable, it will involve nuclear weapons and weapons of mass destruction." Col. Alksnis threatened each and every American when he added: "Yes, we shall perish, but we will take the whole world to the grave. You will perish with us. There will be no borders."
