World Peace Depends On The Catholic Bishops and You

The graces of world peace and the conversion of Russia to the
Catholic Faith, which Our Lady promised at Fatima, will only be given to
mankind after the Catholic Bishops of the world, together with the Pope,
consecrate Russia to the Immaculate Heart of Mary. God Himself, through the
message of Our Lady of Fatima, has stipulated this Collegial Act of
Consecration of Russia to the Immaculate Heart of Mary as an indispensable
condition required by Him before He will grant the grace of the Conversion of
Russia and the grace of world peace.
Obligation of the Pope and Bishops to Heed the Fatima
Message

The one hope we have to avoid the nuclear holocaust is not in seeking unilateral disarmament but rather in praying and working so that the Catholic Bishops obey Our Lady of Fatima. |
Consequently, the Pope and the Bishops are obliged to obey this
specific demand of God through the message of Fatima. St. Paul in Ephesians
2:20, refers to the Catholic Church as "Built upon the foundation of the
Apostles and Prophets, Jesus Christ Himself being the chief cornerstone."
Father Joseph de Sainte-Marie, O.C.D., University Professor for the Carmelites
in Rome in his talk1 at Fatima on October 12, 1981, quoted these words of St.
Paul and explained:
"Now the content indicates that what is meant here is prophets
of the New Testament. And if we take the Acts as a whole, and if we re-read the
history of the Church, we notice that alongside Apostolic Charismata (that is
to say of the hierarchical priestly ministry) there have always been prophetic
charismata to back up guide and direct the apostolic ministry in its mission.
Such is the essential truth. Let us add that the hierarchy and the prophet are
both subordinate to the Word of God, to the Gospel of Christ, but in different
and complementary ways. It is true that ultimate authority belongs to the
hierarchy, to the Bishop, to the Pope. However the Pope must listen to the
Prophet. St. Paul says (1 Thessalonians 5:19-21): 'Extinguish not the Spirit.
Despise not prophecies but prove all things; hold fast that which is good.'
Such are the words of the New Testament. Such is the will of God
on the basis of which one can and must affirm that prophecy is integral to the
economy, to the conduct of the people of the New Covenant, and that prophecy is
essential to the life of the Church. It is so in the following manner: the
priest, the Pontiff must discern - that is his duty - whether the words of the
prophet are of God. But once he has judged and recognized - that a given
prophecy is indeed from God, then he must obey, not as obeying the prophet but
as obeying God, whose instrument the prophet is. This, I think, is the
theological way of showing that one is not free when faced with a prophetic
message once it has been recognized as divine in origin, but on the contrary,
that it is a duty to receive it and submit to it. That is why, very reverend
Fathers and dear friends, it is the duty of the Pope and the Bishops to obey
Our Lady and to fulfill the demands She made at Fatima. Which duty is none
other than integral to their pastoral and apostolic obligations."2
The Collegial Consecration is to be done by All the Bishops
together with the Pope
Cardinal Carberry of St. Louis (Missouri, U.S.A.), has said,
"This Collegial Consecration of Russia would include all the Bishops of the
world joining with the Pope in a simultaneous ceremony on a specific day."
That such a ceremony has not yet taken place is obvious to all.
Because such a solemn, public and unique ceremony by the active participation
of the world's 2500 Catholic Bishops would certainly be public news if it had
been done. In fact, the only time the Pope made any similarity to this act was
on May 13, 1982, but almost none of the bishops joined him.

Immaculate Heart of Mary
Jesus wants all to see the conversion of Russia as a triumph of Mary's loving Immaculate Heart over the forces of hatred and evil. Therefore He has ordained that this very special grace of Russia's conversion will only be granted through the solemn public act of all the Catholic Bishops' in which they as a body together Consecrate Russia to the Immaculate Heart of Mary. |
The Act of Collegial Consecration will be a Triumph of the
Immaculate Heart of Mary
It is important to note that Our Lord wants it to be clear to
the whole Catholic Church, that the Act of Collegial Consecration of Russia to
the Immaculate Heart of Mary, will be a triumph of the Immaculate Heart of
Mary, whereby the grace of world peace and the conversion of Russia is given.
Sister Lucy asked Our Lord why He would not convert Russia
unless the Holy Father and the Bishops made the Collegial Consecration of
Russia. Jesus replied, "Because I want My whole Church to acknowledge that
consecration as a triumph of the Immaculate Heart of Mary so that it may extend
its cult later on and put the devotion to the Immaculate Heart beside the
devotion to My Sacred Heart."3
At Fatima we are told that the peace of the
world has been entrusted to the Immaculate Heart of Mary, and we are also told
there, that the conversion of Russia is entrusted to Her Immaculate Heart. God
will only grant these two graces through the intercession of Mary's Immaculate
Heart because He wants all men to know that it is only through Mary's merits
that these two graces will be given to the world.
The Grace of the Collegial Consecration Will Be Given Only if
Enough People Fulfill the Requests of Our Lady of Fatima
According to Sister Lucia, the grace of the Collegial
Consecration of Russia to the Immaculate Heart of Mary by the Catholic Bishops
together with the Pope will only be given "when a sufficient number (of people)
are complying with the message of Fatima."
The requests of Our Lady of Fatima to each individual are
summarized in the Peace Pledge (see "Our Lady of Fatima Today"), which was given by Sister Lucia
and is based upon her knowledge of Our Lady's requests.

As a result of the sins of individuals and nations, the world
already deserves great chastisements. One way that this chastisement could come
and which is apparent to all, is nuclear war which could destroy all life on
earth. To mention one sin of our times, there is the killing of 50 million
unborn children by abortion, which Scripture tells us "cries to Heaven for
vengeance".
To understand how this offends God one need only consider the
fact that God created every human being and He loves each individual human so
much as to allow His beloved Son to be crucified for the salvation of each and
every human being, including the babies being "legally" killed.
If the world does not convert in time, surely terrible
punishments can be expected to befall mankind. The unrepented sins of
individuals are punished in the next life. Sacred Scripture and history both
show that the sins of nations and individuals are also punished in this world.
However our age will be even more deserving of chastisements and heavy
punishments if it does not accept the very great grace, the offer by God to be
placated by the act of Collegial Consecration. If people refuse to listen to
the message of Fatima and refuse to fulfill the requests whereby we would
obtain the grace of Collegial Consecration, those people who so refuse will
thereby make themselves more worthy of chastisement - more so than if they had
never been offered this extra, unmerited opportunity to bring peace to the
world.
To willfully ignore the plea of Our Heavenly Mother would be a
serious sin. Of this, Bishop Graber of Germany has said, "Knowing that the
world can be utterly destroyed by the terrible weapons of mass destruction
today and knowing too that this can be averted by prayer and penance as the
Most Holy Virgin reminded us at Fatima, it is my sacred obligation to utilize
these twin means of salvation, prayer and penance. Neglecting them I incur
guilt in the destruction of the peoples. The omission of prayer and penance - I
say this in all seriousness - is a crime against humanity."
All that is needed to avoid widespread destruction of nations is
a sufficient number of people fulfilling the simple requests of Our Lady of
Fatima. Most of us go to more trouble for material purposes, so we know how to
make sacrifices. All we have to do now is make some small sacrifices for the
Blessed Mother, make an effort to fulfill the requests She asked of us at
Fatima. By fulfilling these requests, we shall be able to draw down God's mercy
on mankind by earning the grace of the Collegial Consecration, which will bring
about the conversion of Russia and world peace through the superabundant merits
of the Blessed Virgin Mary.
Collegial Consecration of Russia to the Immaculate Heart a
Necessary Condition for the Conversion of Russia and World Peace
When the Collegial Consecration of Russia to the Immaculate
Heart of Mary is finally done, "Russia will be converted and there will be
peace" as Our Lady of Fatima said. And when these results are seen by all,
mankind will recognize that these graces come to us from God through the
intercession of Mary.
In the message of Fatima, it is clear that the Collegial
Consecration of Russia is a requirement for obtaining the grace of world peace.
Russia must be specifically consecrated to the Immaculate Heart, not just
included in a consecration of the world.4
Russia Enslaved and Used by the Devil to Fight God
One might ask why it is that Russia has been singled out and
specified in the Fatima message as the one that God demands be Collegially
Consecrated. Since 1917 the people of Russia have been enslaved under a cruel
yoke of atheistic tyranny. Russia is chosen for the Collegial Consecration
because in Russia God's creation is being used to fight against God.
We could say that Russia as a state and nation has been enslaved
and instrumentalized by organized militant atheism and dedicated to the service
of Satan in his fight against God, our Creator and Redeemer. From outside of
Russia, Satan with the cooperation and deliberate planning of his human agents
has imposed an atheistic regime on the peoples of Russia and such a regime has
no respect for the life, corporal or spiritual, of the people that it enslaves
and uses for its own ends. Using Russia as his headquarters for the purpose of
fighting against God and the Church, the devil and his human agents have
disseminated throughout the world error against God and against God's one true
Church, the Catholic Church, and against the God-given rights of the people the
world over. As Our Lady of Fatima warned us: "If My requests are not granted,
Russia will spread her errors throughout the world, provoking wars and
persecutions of the Church. The good will be martyred, the Holy Father will
have much to suffer, and various nations will be annihilated!"
Russia rightly should be under the Queenship of Mary as She is
Queen of Heaven and earth. But before this once holy nation of Baptized
Christians can, as a nation and state, be brought back to its Christian
vocation, it must be reconsecrated to Her service. To help us understand this
concept one can consider for example the fact that if certain crimes such as
murder are committed in a church, then that church has to be reconsecrated by a
Bishop and rededicated to the service of God. Russia must be rededicated to God
by consecration to the Immaculate Heart of Mary. It is to the Pope and the
Bishops that the power and office has been given to consecrate the nation of
Russia in a solemn, public, official way. Public sin such as the dedication of
the Russian state and nation (and this is not meant to imply that all or even
most Russians are guilty of this crime) to the service of Satan demands a
public, solemn act of Reparation to the Sacred Hearts of Jesus and Mary. The
Collegial Act of Consecration of Russia is the act which God is now demanding
in reparation.
The Collegial Act of Consecration by the Bishops acting together
under the Pope, will be that act of Reparation which will be accepted by God.
Nothing else will suffice to bring peace to the world. Until Russia is
collegially consecrated to the Immaculate Heart of Mary, we will continue to
have wars in the world. And if we delay this consecration, then the
annihilation of various nations will take place. It is then to the Catholic
Bishops together with the Pope, that world peace has been entrusted. But they
cannot fulfill their role until enough of us win the graces necessary by doing
our part - which is to live the Fatima message and make reparation to Our
Lady's Immaculate Heart - especially by the practice of the First Saturday
devotions.
A Lesson From History:
Results of the Consecration of Portugal to the Immaculate
Heart
Sister Lucy has pointed out that it was by means of the
Collegial Act of Consecration of Portugal by the Portuguese Bishops that her
country was saved from the ravages of war. The Cardinal Patriarch of Lisbon has
pointed out the same thing in remarking that by the Bishops of Portugal
Collegially consecrating their nation on three separate occasions, Portugal was
delivered from war and persecution three different times, in 1938, 1940 and
1975. Here are the Cardinal Patriarch's words to the Eighth Fatima Congress at
Kevelaer, Germany, 18 September 1977:
"I can say that is was the consecration made in Fatima to the
Immaculate Heart of Mary by the Portuguese Bishops in 1931 and 1938 that
defended Portugal from the common peril, then so close to its borders.* It was
the same consecration renewed in 1940, that saved Portugal from the horrors of
the Second World War ... And certainly it was the great devotion of the
Portuguese people to the Virgin Mary, ratified anew by the consecration
effected by the bishops on 13 May 1975, which halted the advance of Communism
among us, when it had already seized control of many departments of our
government and threatened to submerge the whole of the public and private life
of the Portuguese people."5
Sister Lucy points out that the only city of Spain to not suffer
serious losses of life in the Spanish Civil War was the diocese of Seville
which was solemnly consecrated to Our Lady's Immaculate Heart by the local
bishop.
So by all means ask your parish priest to solemnly consecrate
your parish to the Immaculate Heart of Mary. Ask your Bishop to solemnly
consecrate your diocese to the Immaculate Heart of Mary. Ask the Bishops'
Conference to consecrate your country. And above all pray for the Pope and
Bishops and petition the Pope and Bishops to solemnly Collegially Consecrate
Russia to the Immaculate Heart of Mary.
* He refers here to the Spanish Civil War.
Some Graces Are Only Given through the Intercession of The
Saints
As Saint Augustine has stated, God grants certain graces only
through the intercession of the Saints, (which includes the Queen of all
Saints, the Blessed Virgin Mary), because some of the graces requested by the
faithful are beyond their own merits. And by granting the graces through the
intercession of the Saints, whose intercession was sought in prayer by the
faithful, God makes people realize that it is through the merits of the Saint
or Saints invoked that such a grace has been granted.
With regard to the conversion of Russia and world peace, this
teaching of St. Augustine is very significant. None of us, not even all of us
taken together, even by all our prayers and good works, can merit the graces of
the Conversion of Russia and of world peace. But the Blessed Virgin by Her
extremely holy life on earth has merited these graces. Because it is the will
of God, mankind cannot avail itself of these merits of Hers for the purpose of
obtaining these two graces except by living the message of Fatima, by our
prayers and acts of Reparation to the Immaculate Heart of Mary, especially by
the practice of the Five First Saturdays. By doing these things we shall merit
the grace of the Collegial Consecration of Russia to the Immaculate Heart of
Mary.
Once Russia is thus solemnly, publicly consecrated to Her, God
will allow Our Lady by Her merits and prayers to obtain the grace of the
conversion of Russia. She will convert that state and nation away from its
satanic goal of fighting against God and His Church to the service of Our Lady
and Her work of spreading the Kingdom of Jesus, Her Divine Son. Through the
conversion of Russia, peace will be given to the world. Instead of sowing
hatred, class war and every kind of war, Russia will spread charity and peace.

Sister Lucy, who was left on earth by God, to explain the message of Fatima met Pope John Paul II May 13, 1982 at Fatima. She laments the fact that the Act of Consecration performed by the Pope and a very few Bishops on that day did not fulfill what Our Lady asked for with such insistence A number of years ago Sister Lucy wrote that the Pope should command the Bishops to join with him in making this Collegial Act of Consecration. She feels that an intensive preparation of all the Bishops is necessary before the Bishops could perform this necessary Consecration of Russia. The Pope is willing to obey Our Lady of Fatima but awaits more cooperation from the Bishops. |
Why God Demands the Consecration of Russia by All the Bishops
As the Necessary Condition for World Peace
We already mentioned one reason is that the militant atheism of
Russia demands by God's justice a solemn, public act of Reparation to the
Immaculate Heart of Mary - so offended by this crime against God. God is
sovereign and does not need to give us reasons why He does things in a certain,
specific way. But we can perhaps discern some of His reasons. We could say that
God demands this Collegial Act of Consecration for the purpose of saving more
souls and to firmly establish mankind in the ways of peace. God certainly loves
us in our times despite the great crimes committed by mankind in our day. God
still desires the salvation of all men. (Of course, for sinful man to be saved
he still must repent of his sins and amend his life.)
Perhaps someone thinks if only God would convert Russia
first and bring peace to the world then many people would turn to God and stop
sinning because of the peaceful atmosphere in the world. It is true that
world peace is a more conducive atmosphere for the salvation of souls who are
well-disposed toward God. Because He ardently wants Peace in the world, Jesus
Himself laments the lateness of this Collegial Act of Consecration by the
Catholic Bishops.
But as important as world peace is as a conducive atmosphere for
the salvation of souls it is not the most important. And the salvation of souls
is the first concern of Jesus Our Savior.
For the salvation of souls, devotion to Mary and full membership
in the Catholic Church are much more important than world peace. Because
eternal salvation depends on grace - and grace comes to us principally through
these two means.
Furthermore, world peace can be achieved on a lasting basis only if men live
according to God's plan in their individual lives. That is only if mankind keeps
His Commandments. But without the grace of God it is impossible for anyone to
always keep all the Commandments of God. Thus it is plain that for world peace,
grace and the use of the means of grace by men are necessary. Therefore men, to
live peacefully, need to pray to Mary. They also need the Church. Thus God by
establishing devotion to the Immaculate Heart in the world through His demand
for the Collegial Consecration of Russia in fact is laying the firm foundation
for world peace.
Moreover world peace requires that society be organized
according to the teaching of Jesus Christ and as it is explained in His Name by
His representative, the Vicar of Jesus Christ the Pope and those Bishops and
priests who teach in accordance with the perpetual and consistent Magisterium
of the Church. For all men to do this they must recognize the Catholic Church
as being Divinely appointed as Teacher of all Nations and peoples.
It is therefore to more firmly and more quickly establish
devotion to Mary throughout the world and help all men see more clearly the
Divine mission of the Catholic Church to sanctify, and to teach all men that
God insists upon the Collegial Consecration of Russia. We shall now examine in
more detail how these two purposes will be achieved by this solemn Act of
Collegial Consecration.
To Demonstrate the Importance of Devotion to Mary
At Fatima, Our Lady told us that "God wants to establish in the
world devotion to My Immaculate Heart." God wants to establish this devotion to
Mary's Immaculate Heart because devotion to Mary (Her person, and Her love for
God and us, is symbolized by Her Immaculate Heart) is necessary for salvation.
Jacinta of Fatima has said God grants graces through the Immaculate Heart of
Mary. Pope Leo XIII taught that all graces come to us from God, through the
humanity of Jesus through Mary to us. The Saints teach that Mary's intercession
is necessary for our salvation. (See the article "Mary's Intercession Is Necessary for Our Salvation" on this subject by St.
Alphonsus Liguori in this issue.) We must therefore ask Mary to
intercede for us.
In God's plan of salvation, devotion to Mary on the part of
everyone is necessary in order to be saved. For those who through no fault of
their own do not know this condition of salvation, God will save them if they
fulfill the other requirements of salvation. But it will be with more
difficulty, since if they had recourse to Mary's powerful intercession, their
salvation would be a lot easier for them. In fact, St. Alphonsus says that no
client of Mary who perseveres to the end of his life in devotion to Her will
ever be lost.
God will use the conversion of Russia and peace in the world
resulting from the Collegial Consecration of Russia to Mary's Immaculate Heart
to demonstrate to all how much Mary's Immaculate Heart loves us and how
powerful and important the intercession of Her Immaculate Heart is. By this
result people will come to realize the necessity of devotion to Mary. It is for
this reason then that God has entrusted world peace and the conversion of
Russia to the fulfillment of the precise conditions which He set down in the
message of Fatima. Thus by this means He will clearly demonstrate publicly in
an unforgettable manner, the triumph of Mary's loving Immaculate Heart over the
organized forces of hatred and evil. To Sister Lucy in 1936 Jesus Himself gave
this as the reason why He stipulates the Collegial Consecration of Russia as
necessary before He will convert Russia. (see Section II, 1.b within "Collegial Consecration of Russia to the Immaculate Heart is Necessary for World Peace")
To Demonstrate the Importance of the Catholic Church
The Catholic Church, as Vatican II teaches, is necessary for
salvation by God's decree. The salvation of those, in good faith living outside
the Catholic Church is more difficult because they do not have all the means of
salvation, e.g. the Sacraments, especially Confession and Holy Eucharist, and
the Teaching Authority of the Catholic Church to guide them with certainty.
Thus their salvation is rendered more difficult even though they be in good
faith.
Thus another reason why God has entrusted the conversion of
Russia and world peace to the Collegial Consecration of Russia to the
Immaculate Heart, is to show mankind the importance of the Catholic Church and
of the authority of the Pope and the Bishops. Our Lord on the day of His
Ascension gave the highest authority on earth to His Apostles, whose successors
are the Pope and the Bishops, when He said: "All power in Heaven and on earth
has been given to Me. Go, therefore, and make disciples of all nations,
baptizing them in the name of the Father, and of the Son and of the Holy
Spirit, teaching them to observe all that I have commanded you; and behold, I
am with you all days, even unto the consummation of the world." (Matthew 28:19-20).
They have the power to teach in His name and to rule the people
of God and teach all nations clearly what God expects of the nations in public
as well as in private life. Jesus has given to the Pope and the Bishops the
power to rule the Church unhindered by civil authority and the power to
sanctify souls by means of the Sacraments and sacramentals of the Church. The
priestly power given them by Christ will be made manifest to the world by this
Collegial Consecration because when mankind realizes the fruit of this
Collegial Act, they will not only recognize Mary's role in bringing peace but
also the very essential and unique place the Catholic Bishops and the Catholic
Church have in God's plan for salvation and world peace.
Through the results of the Collegial Consecration, God also
wants to emphasize the importance of the primacy of the Pope, not simply a
primacy of honor but of jurisdiction, which will be seen if the Pope follows
Sister Lucy's advice of 1930 by commanding the Bishops to join with him in the
act of Collegially Consecrating Russia on one specific day.
The very great good that the Catholic Bishops can do when they
all act together with the Pope in obedience to Our Lady will also be strikingly
demonstrated when they finally do make the Collegial Act of Consecration of
Russia to the Immaculate Heart of Mary according to Her specifications.
Hope and Concern
There is much to hope for in this regard. Pope John Paul II has
indicated privately and publicly his willingness to make this act of
Consecration. It seems now that he only awaits the moral support of a number of
bishops.
Over 500 of the approximately 2500 Catholic Bishops of the world
have already signified their support for the Collegial Act of Consecration of
Russia. The Bishops' Conferences of Poland and of the U.S.A. have unanimously
and publicly endorsed an act of Collegial Consecration.
But while there is reason to hope, there is also reason for
serious concern. A number of Bishops around the world do not seem to know this
requirement that God demands in order to bring peace to the world. Sister Lucia
feels that a number of Bishops would need an intense preparation in order to be
able to fulfill their God-given role in this regard. She feels that more prayer
on the part of the faithful is needed for this intention.
Our Lady Will Protect Her Dear Ones
For those who are concerned that the Collegial Act of
Consecration will not take place in time, and nuclear war will occur, we wish
to assure them that for those who have consecrated themselves to Our Lady's
Immaculate Heart and have lived the message of Fatima, Our Lady will protect
them even though other people around them have not done their part to fulfill
Our Lady's requests to bring peace to the world. This was strikingly
demonstrated when the atomic blast struck Hiroshima in August 1945.
"The power of the Fatima message was underscored for the whole
world during the atomic explosion at Hiroshima on 6 August, 1945. A German
Jesuit and seven of his colleagues were living only eight blocks from the
blinding center of the nuclear flash, yet all escaped while flaming death
screamed all around them. To this day, all eight occupants of that building are
alive and well while others living some distance away continue to die from the
radiation effects of that frightful holocaust. Over the years some two hundred
scientists have examined these eight survivors, trying to discover what could
have spared them from incineration or the lethal storm of radiation. Speaking
on TV in the United States, the German Jesuit, Father Hubert Shiffner, gave the
startling answer. 'In that house the Rosary was prayed every day. In that
house, we were living the message of Fatima.' His words seemed to underline
Sister Lucia's statement in 1977: 'Our Lady will protect all Her dear
ones.'"6

On the 1950th anniversary year of Jesus Christ's Passion and Death, Pope John Paul II will meet in September and October with leading Catholic Bishops from around the world at the Synod held at the Vatican. His Holiness has announced that the message of Fatima is on the agenda. Let us pray and work so that through this Providential meeting, the Bishops will soon obey Our Lady of Fatima before it is too late and various nations are annihilated through their delay and ours. |
The Holy Year Synod
This Holy Year, a Synod of the Catholic Bishops will meet in
Rome in the fall of 1983 to discuss, among other things, the message of Fatima.
At this meeting, starting on September 29, 1983, approximately ten percent of
the Catholic Bishops of the world from all over the world, will meet in Rome
under Pope John Paul II.
It was announced by Pope John Paul II at Fatima on May 13, 1982,
that the message of Fatima would be discussed at this Synod. Let us hope and
pray that the Collegial Act of Consecration of Russia will be discussed and
acted upon. Let us pray that Sister Lucia will be allowed to express herself
freely to the Synod Fathers and to be able to freely, completely and openly
explain what exactly God wants them to do in this act of Consecration which is
so necessary and important. Little Jacinta, the holy seer of Fatima who died at
age ten, once it seems predicted that Lucia would one day be able to speak to
the world about devotion to the Immaculate Heart of Mary. Let us pray that she
will be able to do this at the upcoming Synod of Bishops.
